It is especially disturbing to see this organization coming to Spokane at this time given the fact that Spokane Police Department is facing a severe crisis of corruption, misconduct, improperly and incompletely investigated police homicides against civilians, a practice of counter-suits against citizens who complain, and an ongoing history of racism in police hiring and policing of the community.

One might recall how in late September 2007 the collective anti-gang brain trust of Spokane — the Gang Enforcement Team (GET) — was involved in a widely publicized scandal as a result of their dissemination of patently false information about a “three-day gang enforcement focus”. The ATF and the GET widely touted their reported “success” in rounding up 70 plus gang members and associates as well as a large amount of weaponry. As it turns out there was only one gun and a handful of gang involved individuals charged with any crime. What was portrayed as a massive anti-gang bust was revealed to be a hoax involving publication of false data and a large scale effort to seed the media with false information. The GET is composed of the Spokane Police Department, Spokane County Sheriff’s Office, Washington State Patrol, ATF, FBI, and other unnamed government agencies.
Not surprisingly, the restricted-attendance event has been promoted by Yvonne Morton-Lopez, the non-Spanish-speaking chairwoman of Governor Chris Gregoire’s Commission on Hispanic Affairs (CHA). Organizations such as the CHA and the Spokane Human Rights Commission have been at the forefront of organizations promoting “forums” on gangs run by the Spokane Police Department, COPS, and the Gang Enforcement Team.
At recent GET forums in Spokane, presenters have taken already unsubstantiated numbers on gang membership in Spokane and inflated them by 25%, claiming for example that the supposed 900 gang members in Spokane is now 1200.
In an environment of police abuses — corruption, violence against members of minority groups, lack of civilian oversight — and in a community with a significant history of racism, organizations such as the Morton-Lopez’s Commission on Hispanic Affairs and Terry Goetz’s Spokane Human Rights Commission are acting extremely irresponsibly and jeopardizing their organizations’ credibility as defenders of the rights of Spokane’s small minority populations.
(Note: Morton-Lopez has recently been named the head of the Washington State Human Rights Commission. It will be interesting to see how she promotes law enforcement interests and their questionable practices from that position.)
Despite evidence which counters the claims of law enforcement and those such as Morton-Lopez about gangs in Spokane, the campaign goes on. Crime is down in Spokane, according to the police and FBI, despite SPD Corporal Lee’s best efforts to spin the statistics. And that is with 25 less officers than the comparison year of 2004. Yet, the GET and the COPS program continue to promote their Gang Seminars in the community despite the questionable information presented by GET team members.

The manipulation of facts by law enforcement officials results in misappropriation of public funds and the targeting of innocent people, particular racial minorities and socio-economically disadvantaged populations.
Let’s start with a couple examples of why the citizens of Spokane would do well to spend some time becoming familiar with statistics on crime in the Spokane area:
1) Lies, Damn Lies, and…SPD Corporal Lee and statistics differ on Crime in Spokane –In a KXLY 4 report entitled “Spokane Bucking National Trends”, Spokane Police Corporal Lee states on behalf of the Spokane Police Department that “we believe crime is up”. Yet the statistics say crime in Spokane is down, and down very significantly in 4 out of seven categories with no change in two others.

The SPD SWAT team also has the equipment necessary for all types of tactical missions. The equipment includes night vision devices, lighting systems, shields, bunkers, breaching tools, noise/flash diversions (NFDD), and other mission specific tools.
The SPD SWAT team uses two dedicated marked police cars for “quick response” deployment of weapons and equipment during duty shifts by member working patrol. Two Chevy suburbans, retrofitted with extended running boards and handles are utilized for most tactical missions. The Team also has a separate equipment vehicle and recently acquired an Armored Personnel Carrier (APC).
Famous Serial Killer , Robert Lee Yates Robert Lee Yates Jr. was born on May 27th 1952 and he is currently in Washington State Prison on Death Row. Yates is known to have murdered at least 13 women from 1996 - 1998. All of Yates victims were prostitutes who were working Spokane's Skid Row area.
Yates grew up in Oak Harbor Washington in a middle class family and he and his family attended the Seventh Day Adventist Church. Early on Yates worked for the Washington State Department of Corrections and then after only six months with the D.O.C. he enlisted in the US Army where he had a very successful 19 year military career.
Sometime in early 1996 for no apparent reason Yates just started to hunt and kill prostitutes in Spokane's Skid Row area. He had used the services of prostitutes in the area before he had just never killed them before. He stated at his trial when he was asked why he killed prostitutes that it was just something that needed doing.
Yates would pick up prostitutes in his van and take them to remote areas. There he would have sex with them and then he usually killed them with a single gun shot to the head and he would dump their nude bodies in remote locations often posing the women in strange suggestive sexual poses. In almost every case he made calls from pay phones to local authorities telling the police where to find a particular woman.
However in the case of one of his early victims Melody Murfin he buried her just outside his bedroom window. In fact just outside the bedroom window of the bedroom he shared with his wife.
It was on August 1 , 1998 that Yates picked up Spokane Prostitute Christine Smith. He shot her in the head , had sex with her and robbed her but Smith managed to escape and made her way to the local police. Yates was not arrested until April 18th 1999.He was asked in September of 1998 to give a DNA sample but he had refused on the grounds that he was a happily married man.
Police used DNA found in a white corvette Yates had previously owned to tie him to 12 of his victims. In 2000 Yates was convicted of 13 murders and as part of a deal he had made to avoid the death penalty he was sentenced to 408 years. Yates plead guilty to the murders to avoid the death penalty.
However Pierce County Washington in 2001 convicted Yates of the murders of Melinda L Mercer and Connie Ellis and Yates received the death penalty for these two murders. And Yates is currently on death row in Washington State waiting for the day when he will die by lethal injection.
It is interesting to note here that Yates was sexually abused by a older neighborhood boy when he was six years old. It was also reported that Yates abused neighborhood animals as a child. It was also reported at around age 11 he was suspected of setting a fire in a empty house but it could never be proved.
After Yates was arrested his wife came forward and told of a morning Yates came home after being out all night with a huge amount of blood in the back of his van. He got cleaning supplies from the house and cleaned up the blood after telling his wife he had hit a dog and took it to a local veterinarian where the dog died. Its also interesting to note that Yates wife had no knowledge of him owning a handgun even though he owned several.
Jennifer Joseph, 16, found August 26, 1997. Her body was found in a high state of decomposition in an out of the way rural setting. Cause of death, gunshot wound to the chest. DNA from semen found in her body was matched to Yates. A fake pearl button from the shirt that was found lodged under the seat of a Corvette formerly owned by Yates led to the suspect's arrest.
Darla Sue Scott, 29, found November 5, 1997. Her decomposed body was discovered by a man walking his dog off Hangman Valley Road. Two plastic bags were found in her shallow grave. Cause of death is two gunshots to the head. DNA from Yates was matched to semen found in her body.
Melinda L. Mercer, 24, was found December 7, 1997, on S. 50th St. in Tacoma. Four plastic bags covered her head. The cause of death is three gunshots to the head. Mercer and Connie LaFontaine Ellis were not part of the Spokane indictment. Spokane prosecutors said they will allow Pierce County authorities to proseute Yates separately for the two killings in the Tacoma area.
Shawn L. Johnson, 36, found December 18, 1997. Her decomposing remains were found off Hangman Valley Road. Two plastic bags cover her head. The cause of death is two gunshots to the head. Semen found in her body was matched to Yates' DNA.
Laurel A. Wason, 31, found December 26, 1997, in a gravel pit near the Hangman Valley Road. Three plastic bags cover her head. Cause of death, two gunshot wounds to the head. Non-indigenous vegetation, peanut shells, packing Styrofoam and chips of broken concrete were found covering her body that matched debris found in Yates' backyard. Semen found in her body was genetically matched to Yates.
Shawn A. McClenahan, 39, also found December 26, 1997, next to Laurel Wason. Like Wason three plastic bags cover her head. Cause of death, two gunshots to the head. DNA evidence from semen was matched to Yates as well as a fingerprint on one of the plastic bags. Clippings, peanuts shells, chips of broken concrete and packing Styrofoam were found covering her body that probably came from Yates' backyard. Semen found in her body genetically matched to Yates' DNA.
Sunny G. Oster, 41, found February 8, 1998. Her remains are found in a wooded area in Western Spokane County. Three plastic bags cover her head. The cause of death is two gunshots to the head. Semen found in her body was genetically matched to Yates' DNA.
Linda Maybin, 34, found April 1, 1998. Her decomposed body is found in a shallow grave 50 yards from the Wason and McClenahan crime scene. Two plastic bags cover the victim's head. Cause of death is one gunshot to the head. Semen in her body was matched to Yates' DNA. Non-indigenous plant trimmings covering her body were matched to vegetation in Yates' backyard.
Michelyn Derning, 47, was found July 7, 1998, under a hot tub cover by a transient in an area frequented by prostitutes in Spokane's East Central neighborhood. Cause of death is gunshot wound to the head. Unlike the other victims, she was seen alive a week before her body was discovered. The others were found weeks, or sometimes months, after they disappeared. Derning remains the only victim who was not raped and was not transported away from the murder scen and dumped in the outskirts of the city.
Connie LaFontaine Ellis, 35, was found October 13, 1998, in a ditch near the 1700 block of 108th Street South in Tacoma. Her decomposed body has three plastic bags covering her head. Cause of death, one gunshot wound to the head. Like Melinda L. Mercer, Yates will probably be charged with her death in Pierce County.
Melody Ann Murfin, 43, who disappeared in 1998 and was always regularly included in the Spokane Serial Killer victim list. Her body was found October 18, 2000, buried in a flower bed under the bedroom window of Yates' home. Although authorites thoroughly searched the yard after his arrest, they found Murfin's body after Yates provided them with a man pinpointing its location.
Patrick Oliver, 21, and Susan Savage, 22, crossed paths with the Yates in 1975 while they were picnicking on Mill Creek, just east of Walla Walla, and became his first known victims. Back then the soon-to-be serial killer was 23 and worked as a guard at the Washington State Penitentiary in Walla Walla. He is believed to have been hunting or target practicing when he ran into the college graduates and decided to kill them.
Stacy Elizabeth Hawn, 23, is believed to be the first prostitute killed by Yates. As part of a plea bargain to save his life Yates told investigators he killed Hawn, who was last seen alive in Seattle on July 7, 1988. Her skeletal remains were found five months later in Skagit County.
Christine L. Smith, 32, was robbed and assaulted by a man in his van on August 1, 1998. The suspect, after being unable to perform sexually, robbed her of the $40 he just paid and shot her. Smith was grazed by the gunshot to her head but managed to escape and report the attack to police. She was treated the night of the assault for an abrasion to the head, but the hospital was not even aware it was a gunshot wound. Smith contacted police again on April 18 after recognizing Yates as her attacker from a mugshot published in The Spokesman-Review. Police found blood stains, a .25-caliber bullet casing and a bullet encrusted in the roof of a van simmilar to the one described by Smith that was once owned by Yates.

Variables Affecting Crime Each year when Crime in the United States is published, many entities—news media, tourism agencies, and other groups with an interest in crime in our Nation—use reported figures to compile rankings of cities and counties. These rankings, however, are merely a quick choice made by the data user; they provide no insight into the many variables that mold the crime in a particular town, city, county, state, region, or other jurisdiction. Consequently, these rankings lead to simplistic and/or incomplete analyses that often create misleading perceptions adversely affecting cities and counties, along with their residents.Consider other characteristics of a jurisdiction
To assess criminality and law enforcement’s response from jurisdiction to jurisdiction, one must consider many variables, some of which, while having significant impact on crime, are not readily measurable or applicable pervasively among all locales. Geographic and demographic factors specific to each jurisdiction must be considered and applied if one is going to make an accurate and complete assessment of crime in that jurisdiction. Several sources of information are available that may assist the responsible researcher in exploring the many variables that affect crime in a particular locale. The U.S. Census Bureau data, for example, can be used to better understand the makeup of a locale’s population. The transience of the population, its racial and ethnic makeup, its composition by age and gender, educational levels, and prevalent family structures are all key factors in assessing and comprehending the crime issue.
Local chambers of commerce, government agencies, planning offices, or similar entities provide information regarding the economic and cultural makeup of cities and counties. Understanding a jurisdiction’s industrial/economic base; its dependence upon neighboring jurisdictions; its transportation system; its economic dependence on nonresidents (such as tourists and convention attendees); its proximity to military installations, correctional facilities, etc., all contribute to accurately gauging and interpreting the crime known to and reported by law enforcement.
The strength (personnel and other resources) and the aggressiveness of a jurisdiction’s law enforcement agency are also key factors in understanding the nature and extent of crime occurring in that area. Although information pertaining to the number of sworn and civilian employees can be found in this publication, it cannot be used alone as an assessment of the emphasis that a community places on enforcing the law. For example, one city may report more crime than a comparable one, not because there is more crime, but rather because its law enforcement agency, through proactive efforts, identifies more offenses. Attitudes of the citizens toward crime and their crime reporting practices, especially concerning minor offenses, also have an impact on the volume of crimes known to police.Make valid assessments of crime
It is incumbent upon all data users to become as well educated as possible about how to understand and quantify the nature and extent of crime in the United States and in any of the more than 18,000 jurisdictions represented by law enforcement contributors to the Uniform Crime Reporting (UCR) Program. Valid assessments are possible only with careful study and analysis of the various unique conditions affecting each local law enforcement jurisdiction.
Historically, the causes and origins of crime have been the subjects of investigation by many disciplines. Some factors that are known to affect the volume and type of crime occurring from place to place are:Population density and degree of urbanization. Variations in composition of the population, particularly youth concentration. Stability of the population with respect to residents’ mobility, commuting patterns, and transient factors.Modes of transportation and highway system.Economic conditions, including median income, poverty level, and job availability. Cultural factors and educational, recreational, and religious characteristics. Family conditions with respect to divorce and family cohesiveness. Climate. Effective strength of law enforcement agencies. Administrative and investigative emphases of law enforcement. Policies of other components of the criminal justice system (i.e., prosecutorial, judicial, correctional, and probational). Citizens’ attitudes toward crime. Crime reporting practices of the citizenry.
Crime in the United States provides a nationwide view of crime based on statistics contributed by local, state, tribal, and federal law enforcement agencies. Population size and student enrollment are the only correlates of crime presented in this publication. Although many of the listed factors equally affect the crime of a particular area, the UCR Program makes no attempt to relate them to the data presented. The data user is, therefore, cautioned against comparing statistical data of individual reporting units from cities, counties, metropolitan areas, states, or colleges or universities solely on the basis of their population coverage or student enrollment. Until data users examine all the variables that affect crime in a town, city, county, state, region, or other jurisdiction, they can make no meaningful comparisons.

Do To Budget Forcing Spokane Police To Cut 45 Personnel & No Investigation. !
SPOKANE - Spokane Police Chief Anne Kirkpatrick broke some bad news to officers during a closed door meeting: The force will cut nearly 9-percent from its budget, lay off 45 positions and eliminate the entire fraud division.
?Kind of like the kitchen talk you have at home with family, difficult talk with the family, and this morning was the talk to put the family on notice of what those budget cuts will look like,? Chief Kirkpatrick said.
The budget proposal for the department is on Mayor Mary Verner?s desk for her review and there is a chance the mayor might find the cuts too severe and recommend cuts elsewhere in the city budget.
Unless something changes 45 positions will be slashed, putting the department in the position of doing more with less, Chief Kirkpatrick said. Of those 45 positions, 37 are police officers.
In addition to the position cuts, 25 detectives, sergeants and lieutenants will be demoted and paid less.
That means if the budget proposal stands as is in many cases there will be no police response to theft or property crime calls.
?If my car is prowled, my whole day is ruined, we've all been victims it ruins your whole day,? Kirkpatrick said.
And to make your day worse, it is likely that police will not respond to your call.
Additionally, the entire fraud unit will be cut
?The fraud unit will be totally eliminated, meaning we will not do any follow up investigation associated with fraud,? Kirkpatrick said.
Unless something changes regarding the budget 45 people will be receiving layoff notices on October 1.

Mayor Verner then has until November 1 to review the budget and the city council has until December 1 to approve it.
