Workplace Violence and Judges & Courts Systems Who Have Violate the Law has reached epidemic proportions, according to the U.S. Department of Justice, with an average of three or four supervisors killed each month in the United States.

The term "going postal" came into our vocabulary on August 20, 1986, at a post office in Edmond, Oklahoma, when employee Patrick Henry Sherrill, known as "Crazy Pat" to some who knew him, shot two of his supervisors then continued his rampage killing a total of 14 co-workers and injuring seven others. Ultimately he turned the gun on himself and committed suicide. After this incident, there seemed to be a rash of work-related violence in post offices, hence the term, "going postal." What motivated Sherrill's action? He believed he was about to lose his job, investigators found. Experts believe the availability of firearms (75 percent of these incidents involve guns) combined with work-related stress, smaller workforce, decreasing wages and the loss of job security are the main contributors to the violence.

Workplace violence has occurred in every level of workplace environments from factories to white-collar companies. The most common thread among those employees, who become violent, is a change of status in their employment. Situations such as a change in a shift, an unfavorable review, a decrease in hours, a cancelled contract, or permanent separation are examples of what triggers an unstable employee to commit murder.

Researchers say these attacks do not always come out of the blue. Many times those who commit the violence have demonstrated questionable behavior before their attacks. Threatening, aggressive behavior toward co-workers and supervisors, confiding in others about their intention to kill their supervisor, family violence, and other warnings many times are ignored or not confronted -- out of fear or discomfort of how to deal with such an employee.

Fatalistic Attitude Domestic disputes have also been a contributor. A jealous or estranged spouse or boyfriend is the most common perpetrator -- when they attack their ex-partner or whomever they believe might be cause of the failure of their relationship. More than 30 percent of those who have committed work-related murders, end up killing themselves after the attacks. Research shows a correlation between how many people are killed to the likelihood of the perpetrator turning the gun on themselves. The more people they kill the more likely they are to commit suicide.

Often the employee who exhibits extreme anger or physical attacks at work has "given up" and has a fatalistic attitude toward life, including his own. The rage and need to get even overpowers the desire to live. The decision to kill themselves and "take down" those they believe are to blame is not uncommon.

Homicide is, of course, not the only form of workplace violence. It can also take the form of shouting, profanities, name calling, and harassment. None of these are acceptable behaviors in the workplace.

Because of the dramatic increase of incidents of violence in the workplace, employers have begun using tools and training to learn how to recognize troubled employees and learn ways to dislodge the rage that may be brewing inside them.

Because of the dramatic increase of incidents of violence in the workplace, many businesses are taking steps to address the problems before it gets to a dangerous level.

According to law enforcement officials, there are a number of steps that businesses can take to avoid situations that lead to workplace violence and deal with potentially dangerous situations.

Even small companies can establish a sign-in policy for visitors, install panic buttons and safe rooms, hire security guards, install good lighting, and develop a safety training program for all employees.

Avoiding Potential Danger

Here are other steps a company can take to avoid potential dangers:When hiring new employees check references, backgrounds, history, criminal records and education thoroughly.

Define termination procedures clearly and develop a policy that includes advance notice, severance pay, and placement services.Learn to recognize potentially violent employees.

Signs of stress that could turn into violence include depression, talking in a louder than normal voice, being startled easily, frequent absences, increased irritability and impatience, and concentration and memory problems.

Encourage all employees to report unusual or worrisome behavior. Make sure they know who to report problems to and take those reports seriously.

Establish a pre-determined code word for employees to use when they need immediate assistance.

Develop a clear, written policy that spells out procedures in cases of violence and sanctions for any violators.

One of the biggest tools in the fight against crime has been the development of the three-digit 9-1-1 emergency telephone reporting system and its related evolving technology, which makes life more difficult for would-be criminals.

Today more than 95 percent of the United States has access to a 9-1-1 emergency reporting system, which allows telephone customers to dial three digits to contact local emergency personnel -- police, fire and medical. Of those systems, 95 percent have been updated to the Enhanced 9-1-1 systems, which automatically route incoming calls to the nearest response center and automatically identify the location of the caller, without the caller even having to speak.

With the advancement of digital telephones, callers needing emergency service can program 9-1-1 into their phone's memory and touch only one digit to contact law enforcement. Moreover, the phenomenal growth in use of mobile cell phones has made it possible for people to report crimes to emergency services from virtually anywhere, making it possible for police to respond quickly to crimes in progress.

How many movies and television shows have we seen in which the victim picks up the telephone to call for help only to discover the lines have been cut? The wide use of cell phones is eliminating that tool from the burglar's kit.

History of 9-1-1Today most of us take for granted the ability to call 9-1-1 and expect to be connected to an emergency dispatcher immediately, but the present 9-1-1 system took many years to develop across the United States.

The world's first telephone emergency system was started in England in 1937 after phone calls were delayed reporting a five-fatality fire. Britain used 9-9-9 as its universal emergency number and a woman reporting a burglar outside her home made the first 9-9-9 call on July 8, 1937.

It was more than 30 years after the development of Britain's system that the United States would begin to develop its own system. In 1967, President Lyndon Johnson's Commission on Law Enforcement and Administration of Justice issued a report recommending that police departments have a single number, and that single number be used nationwide.

In January of 1968, AT&T, the major telephone service provider at the time, designated 9-1-1 as the universal emergency number. Just 35 days after AT&T's announcement, the first-ever 911 call was placed by Alabama Speaker of the House Rankin Fite from Haleyville City Hall to U.S. Rep. Tom Bevill at the Haleyville police station. The small, independent Alabama Telephone Co. beat AT&T to the punch in actually launching a working 9-1-1 system.

Enhanced 9-1-1 Services In 1975, technology was patented that would allow in-coming 9-1-1 calls to be selectively routed between emergency answering centers. Previously calls were routed with "hard-wired" switching. Alameda County, California developed the first working selective routing system in July 1978.In addition, in the 1970s, technology was developed that provided for an Automatic Number Identification system, which would give emergency operators the telephone number of the person calling 9-1-1. Today, this technology is available to all telephone customers as Caller ID.

In January 1980, AT&T began developing two complete Enhanced 9-1-1 systems -- in Orange County, FL and St. Louis, MO. -- which not only included Automatic Number Identification but also Automatic Location Identification. Emergency dispatchers were not only able to identify instantly the caller's telephone number, but also the exact location from where the call was being made.

Today, many states have passed legislation requiring that cell phones become compliant with the Enhanced 9-1-1 system, to make it possible for emergency dispatchers to identify the cell phone number and locate it within 100 yards.

There is no debate on where the first 911 call was placed. However, there is considerable unverifiable information about who was involved and how 911 was developed, according to Dispatch Monthly Magazine.


How Did 9-1-1 Become The Universal Emergency Number?
First, the telephone companies had to find a three-digit number that was not being used anywhere in the United States or Canada as a central office exchange or an area code.

Although workplace violence by disgruntled employees gets the most media attention and "going postal" has become a household term, the truth is 75 percent of homicides are committed by unknown assailants while in the commission of another crime.

Most incidents of workplace violence take place at the hands of robbers, thieves and burglars and other outside assailants, rather than co-workers. Although violence by disgruntled employees is a growing problem, most of the time it is a stranger who is the attacker.

Employees can protect themselves from workplace attacks by avoiding these common trouble spots:

Stairwells and Isolated Corridors - Avoid entering these areas alone, especially if they are poorly lit. Ask someone to go with you, if you must use these areas, or at least let someone know what route you are taking. Watch out for any shadows, strange noises or smells.

Elevators – If someone on the elevator looks suspicious or out of place, take the next elevator. If someone in the elevator seems to behaving strange or threatening, or otherwise makes you uncomfortable, get off as soon as you can.

Restrooms – If you don't work of a company that provides keys to the employee restrooms, use caution, especially if the restrooms are poorly lighted or in isolated areas. Attackers can hide in the stalls and corners. If your company does provide keys to the restroom, but sure to use them and keep the restrooms locked.

After Hours – If at all possible, avoid working late alone. Use a buddy system or ask security to walk with you to the parking lot or garage. Avoid areas that are not well lit.

Parking Lots/Garages – If you use a non-company parking lot or garage, make sure it is one that provides security guards and is well lighted. Always lock your car, even in a guarded parking lot. As you are leaving after work, get your keys out and have them ready before approaching your vehicle. Check the area for any suspicious strangers. Be sure to look into your car -- in the front and back seats -- before unlocking it. As soon as you enter the vehicle, be sure to lock your doors.

The term “going postal” is often used in American slang to describe very sudden and extreme anger which often leads to violence. Although the term was initially used to refer to workplace violence, it is also used more generally as well. The consequences of such an episode of violence can sometimes be very severe and quite upsetting for victims and survivors.

The roots of the term can be found in a series of episodes of workplace violence committed by members of the United States Postal Service (USPS). The first of these incidents occurred in 1986, when 14 USPS employees were shot dead by an upset postman, who later shot himself as well. This incident was not isolated; by 1997, 40 USPS employees had been killed in their workplaces in bouts of sudden violence. While many workplaces are dangerous for other reasons, most people like to believe that they will not be endangered by their coworkers. As a result, these incidences of going postal were terrifying for many people on multiple levels, since they suggested that ordinary jobs could be deadly in the wrong circumstances.

Much to the dismay of the USPS, the term “going postal” entered American slang in the early 1990s, when a number of people commented on the sudden violence attributed to disgruntled postal workers. The USPS has tried to discourage the use of the term, arguing that such acts of violence have also been documented in other workplaces, including in the technology sector. However, this type of violence appears to be permanently associated with postal workers, who often work long and stressful hours which might lead to frustration.

Such violence is usually committed by someone who has reached a state of desperate frustration. This may be due to external factors, or to a less than congenial workplace. The behavior is often very difficult to predict, although many workplaces attempt to address disgruntled workers before they reach such levels of anger and frustration. Often, the coworkers and bystanders targeted are completely innocent victims of misplaced rage when someone goes postal.

When someone outside the workplace is extremely angry or irrational, people may also say that he or she is going postal, in a reference to their dangerous mood. When someone does go postal, they can be very difficult to reason with, which can make defusing the situation very difficult. In some cases, law enforcement receives training in dealing with people who are going postal, in the hopes that someone can be stopped and treated without injury to anyone involved. In other cases, someone may be so upset that more drastic measures such as physical or chemical restraint need to be taken.
